Manager Māori Strategy – Pou Matua Rautaki Māori
- Implement and monitor the Porirua City Māori Strategy Maungaroa 2050 and oversee the delivery of strategic priorities identified in the Maungaroa 2050 activity plan.
- Work across teams at Porirua City to deliver engagement strategies with mana whenua and mātāwaka.

Porirua City is seeking applicants for the position of Pou Matua Rautaki Māori, Manager Māori Strategy. This is a highly influential tier 3 role reporting to the General Manager Community and Partnerships. We are seeking a leader with vision and passion for te ao Māori who understands local government processes and thrives in a fast paced environment. The ideal candidate will have proven ability to scope the needs and capacity of large organisations to build internal capacity for effective delivery of kaupapa Māori outcomes.
Porirua City is undergoing unprecedented growth in social and private housing, requiring skilled facilitation and negotiation with central government agencies and private developers to create beneficial outcomes for Porirua businesses and communities. Alongside this work, our teams are heavily engaged in environmental wellbeing initiatives, with major focus on harbour health, community regeneration and infrastructure improvements.
Te Runanga o Toa Rangatira is a key partner in all of these areas of growth and regeneration. As the Manager Māori Strategy, you will have experience working in a senior leadership role and will thrive in a fast-paced environment. You will be methodical yet capable of pivoting when needed to adapt to change. Your work will involve scoping internal resourcing requirements to build a team to deliver on priority work programmes with specific consideration for the effective delivery of kaupapa Māori outcomes.
Networks and local knowledge of Porirua will be an advantage, but whakapapa links to Ngāti Toa Rangatira iwi or hapū from Porirua are not essential for this position.
Key responsibilities:
- Deliver the Council’s strategic priorities
- Deliver on the Maungaroa 2050 strategy and activity plan.
- Partner with Ngāti Toa Rangatira in all we do
- Develop and implement Council’s Māori strategy and work programme.
- Provide expert cultural advice to the Executive Leadership Team, managers and staff at all levels within Council.
- Prepare and present reports to the Executive Leadership Team, Councillors, Council and Council committees.
- This position will include the management of direct reports in time.
All about you
We are looking for a politically savvy manager who has significant experience in the delivery of programmes to communities; including consultation and engagement expertise with Ngāti Toa Rangatira and local Māori mātāwaka groups. You will be extremely adept at working in partnership with individuals, communities and government departments to deliver Council’s Māori strategy and work programme.
Ideally you will have senior advisor or management experience in local government or central government. You’ll be energetic and organised with an analytical mind. Your interpersonal skills will influence and engage others. Your strong relationship skills will enable you to work collaboratively across Council and with our broader strategic partners.
You’ll need to show us that you have:
- Competency with te reo me ōnā tikanga Māori
- Understanding and commitment to Te Tiriti o Waitangi
- Experience in the design, development and implementation of strategies, initiatives and programmes within a treaty partnership setting
- Significant experience in the delivery of programmes to communities
- Excellent interpersonal and communications skills
- Advanced report writing and presentation skills
